Hi  aurora_sun.

Rule 2 states :-

2.  When a team meets an opposing team here in the village, the losing team pays a forfeit to the winners of that game.

The game was not over when play was finished as it was a knock out competition. 
The rules of a knock out competition include a penalty shoot out and the winners of that prevail. 
It went to penalties.  The final score was Gemany 6 - 5 Italy.

Germany won.   Italy lost and were knocked out so therefore should pay the forfeit.

Well Done to the qualifying teams.   Good luck to Wales   :P
