there not enough info to go on. I spent last hour and half. looking up birds. parakeets were my first thoughts. i had a few my self.

yes Dustin this bird's feathers looks like fur. Not many birds have a fur like appearance on their feathers. The feathers do not interlock making a feather look but remain loose and give more of a fur appearance.
