It should place each gif in stasis until the user clicks on their avatar icon.
Gifs could be no larger than 100x75, and no more than 20mb worth of frames.
Example:
Say Jenn is looking at profiles of other users the usual way, each and every character picture is static, as in not moving at all. Jenn clicks on a user's profile and the picture then animates.
Makes it a much less hostile environment when you can control which GIF/PNG to look at.
User discretion would be advised.
