A quick update Windows Firewall will turn back on when you disable Norton or most likely any other anti virus software that has a firewall protection built in to it , I finally got it to work by not only uninstall and reinstall for the 10th time lol , but also turned off Norton anti virus and Norton Firewall temporarily , But I also had to turn off the Windows Firewall as well that turned on automatically when I turned Norton off , so once I did all that and then did the reinstall it came up and worked , now to start turning everything back on again and see if it will still work .
